The Start-Up Visa Program was a permanent residence pathway for entrepreneurs with a qualifying business and a commitment from a designated organization. IRCC closed it to new applications on December 31, 2025 at 11:59 p.m. The only exception was for applicants holding a valid 2025 commitment certificate, who had to apply by June 30, 2026. That window has passed, so no new Start-Up Visa applications can be made. The Start-Up Visa work permit closed on December 19, 2025, except for extensions. IRCC has said a new pilot for entrepreneurs will follow, but none has launched as of November 6, 2026.

IRCC closed the Start-Up Visa Program to new applications on December 31, 2025. The only exception was for applicants with a valid 2025 commitment certificate, who had to apply by June 30, 2026, and that deadline has passed. Applications already submitted are still being processed, and IRCC is prioritising permanent residence applications from people already in Canada on a Start-Up Visa work permit. The 2027-2029 Levels Plan still sets Federal Business admission targets of 1,500, 2,725 and 1,000 for 2027, 2028 and 2029. IRCC's November 5, 2026 release says provinces and territories can identify workers who already applied under the Start-Up Visa Program for the 2027 workers cohort. For new entrepreneurs, IRCC has said a new pilot will follow, and its 2026-27 Departmental Plan refers to a new Start-up Visa pilot focused on elite entrepreneurs. No launch date or rules have been published as of November 6, 2026. Contact us for the latest updates and alternative pathways.
